Karlee Jones, SUDCC II, has been in the treatment field for over 30 years, with many of those years dedicated directly to the DUI field. Having personally experienced addiction and the pain and hardships it can bring, Karlee has a deep compassion and understanding for those walking through difficult seasons in life.
Throughout the years, she has found her DUI clientele to be some of the most kind, caring, and genuine people — individuals who simply need support, guidance, and a helping hand during a challenging time. Karlee is passionate about helping participants move beyond the mistakes of the past, successfully complete the DUI process, and put court and DMV situations behind them so they can move forward into a healthier and more stable future.
One of the greatest joys of Karlee’s work is watching success stories unfold and seeing people reclaim their lives and confidence. She believes wholeheartedly that setbacks do not have to define a person’s future.
Karlee lives in Paradise, California, with her husband and understands firsthand that,

Elijah Jones serves as Cascade Circle’s Program Financial Manager and Program Coordinator. Having spent much of his life around the addiction recovery field alongside his mother, Karlee Jones, Elijah developed a strong passion for helping people and serving the community. After leaving a successful career in HVAC, he chose to bring his skills and dedication to Cascade Circle DUI Program.
From a young age, Elijah also had a natural passion for numbers, statistics, and organization, making financial management a perfect fit for his talents. He currently operates a Northern California racing history website and continues to work as an announcer for outlaw kart racing throughout Northern California. His experience in sales, distribution, communication, statistics, and financial organization has made him a valuable asset to the Cascade Circle team.
Elijah is known for being approachable, knowledgeable, and helpful when assisting participants in understanding their financial statements and program balances. If you have any questions regarding your account or billing, he is always happy to help.

The founders of Cascade Circle, Phyllis and Charles Horner, worked exceptionally well together and created a strong foundation that continues to guide the program today. Cascade Circle remains deeply grateful for their vision, dedication, and commitment to serving the community.
Together, the Horners brought a combined 32 years of experience in the treatment and recovery field through both private and county programs. In 1994, they incorporated Cascade Circle, Inc. and began serving the North State communities with DUI Program services.
Today, the program serves between 400 and 500 participants at any given time. Over the years, Cascade Circle has witnessed many participants make healthier life choices, with fewer repeat DUI offenses occurring as individuals move forward into more stable and successful lives. For many years, Cascade Circle has been honored to walk alongside participants as they work through difficult seasons, overcome setbacks, and move toward success.
This means that Cascade Circle has the expertise to guide you through the DUI Program. The Staff is here to help you within the State Regulatory structure governing California DUI Programs.
DUI offenses in California can cost about $12,000.00 to $15,000.00 on average when all the factors are combined. This is a low estimate if someone is hurt or killed because of an Impaired Driver. We have seen the great harm caused and the great loss felt in the community. We have seen more lives affected and the cause is avoidable. It is not worth the price. We understand both the offender and the victim. We can help the offender understand the bad choice and possibly make better ones in the future, so they will not create another victim.
